WEBThe max gear that's ridiculous to reach is an augment on armor which is nice but hardly necessary. In regular PSO2 the augments that were tiptop notch were maybe 25% more than others but cost way more in effort and resources or meseta (Guardian Soul etc).

WEBI don't know about side quests since PSO2 is more of a grind game but it definitely needed more content. I know this is a new game and content will roll out over time but what it launched with is definitely lacking. The alliance/guild system isn't even fleshed out in NGS and there isn't much to do outside of leveling all your characters to 20/20.
WEBYou can level your character with no impairment or farm materials with no daily limit. There are a few rare edge cases where something is on a daily, weekly or 2week refresh (extreme quest passes, divide quest weekly rewards, class cube augment transfer passes, trading in gold prim swords) but these are more endgame things.
